Message dated August 15 was received stating the Governor read the                                                              
following resolution and transmitted the engrossed and enrolled copies                                                          
to the Lieutenant Governor's Office for permanent filing:                                                                       
                                                                                                                                
         SENATE RESOLUTION NO. 401 Urging the United                                                                            
         States Congress to pass legislation to open the coastal                                                                
         plain of the Arctic National Wildlife Refuge to oil
